Not a 15mm or 20mm but probably a 10mm axle. (The allowance of disc
brakes on road bikes might be a ways off though.) But I hope they don't lift the weight ban. Bike manufacturers will
still make bikes under the limit and the European peloton's need to
make weight with slightly heaviver parts will boost adoption of disc
brakes. Think STI levers, deep dish wheels and power meters as a
historical reminder to resistance to changes in the pro peloton.
